I know Windows XP is already a very old system but some still use it and since you guys can’t expect much from Microsoft to fix things, I’ve decided to make this fix sometime ago on my old blog. I’ve had massive problems with ultra slow Windows XP boot. First on friends PC, then on my netbook. After a clean system restoration, everything worked fine. After doing full Windows Update, system slowed down to a crawl on a system boot. It took forever for Security Center icon to show up and network interface to initialize. And we’re talking about 3 minutes here, not few seconds. And after 2 hour investigation, i found out the cause for this massive slowdown is, you won’t believe it, .NET Framework 4 ! The problem is apparently limited to Windows XP as i haven’t witnessed anything similar on Vista or Win7 systems and they do have .NET Framework 4 installed. Though it makes me wonder how Microsoft managed to let such crap through. And i don’t get it why .NET Framework 4 is even causing this.
Microsoft really needs to look into this problem as there is loads of ppl with this problem, it’s just that half of them don’t even know .NET Framework 4 is causing it.
Slowdown will happen if you have the following:
– Windows XP SP3
– installed .NET Framework 4
How to fix this problem:
Microsoft hasn’t provided an official fix yet, but here is the fix that solves this slow system startup.
Just download the fix tool, unpack it and run. It will probably take few minutes to process.
In case if there are any errors inside this fix tool after running it, please contact me as this version is using a fixed execution path and will probably fail to work once .NET 4 minor version changes or if you have Windows installed on drive other than C:
It will probably be required to run this fix again after installing new .NET Framework updates unless MS will include fix for this in such update… which is a bit unlikely considering the age of Windows XP…

Only virus is you, spreading nonsense. There is no virus in the file. It’s just a BAT file converted to EXE so that Windows UAC is activated automatically (otherwise it just fails to do anything if you run that BAT without admin rights). I’m now using WinRAR SFX anyway for such tasks so anyone can unpack it easily and inspect its contents. avast! Cleanup Tool is already using such method…

There are more than “some” people using XP. As of 2013 it is the worlds 2nd most popular operating system and 50% of European businesses are still using it. Microsoft are probably deliberatly trying to sabotage it’s legacy.
No other OS has managed to live up to the greatness that is XP. People will still be using it in 20 years time.

I dont know if you recently saw all the terrorizing going on from microsoft to the public and the businesses that if you dont upate the OS since WIN XP loses support on Apr 2014 that the boogie man will get into your PC and detroy it with viruses etc..
Man I am so sick of the terroriziing of people makes me think the terrorists have been always here on our soil but most coporations now have gone overseas so you have a tougher time going after them..yep…the large croporations…here is a clue- as to who started the entity of the corporation…it was back in the late 40’s..when lucky luciano formed the corporation…with his gansgsters..

Me too! Every such thing is an hour (or even few hours) wasted trying to troubleshot and find the culprit…
I mostly use win 7 64 bit, but have XP 32bit on secondary, family PC.

I noticed the problem with net-4 some years ago. I didn’t now there was a fix, so I reverted back to net-3.5, which seems to work okay.

Doesn’t seem to work… Ran it twice just in case (so two reboots). XP SP3, Net 4 Client Profile and 4 Extended. At least this is a virtual machine so no big deal as reboots are seldom.
